Abstract Title: Policy Development of HB 5132: Evidence-based Policy Entrepreneurship and Multilevel Rehab Governance

Biography: Mary Judith Campos-Josef has multilevel, multistakeholder, and multisectoral strategies in policy development, advocating Philippine Physical Therapy, disability aligned with the UNSDG with implication to other SDG at policy relevant scale since 2015. She took an Appreciation course on Public Policy from University of the Philippines-Diliman, National College of Public Administration and Governance, (UP-NCPAG) Center for Policy and Executive Development in 2025. Ms. Josef, attended the short course on Policy Communication and Advocacy from University of the Philippines-Manila, College of Public Health, conducted by the Department of Health Policy and Administration last March 2026. She also joined (via online) a technical training on "Policy Analysis in the Philippines" Book Dissemination Workshop and Relaunch of the Philippine Public Policy Network -- February 6, 2026, at the UP NCPAG.

Research Interest: Defining and describing the role of Physical Therapist in Policy Entrepreneurship as innovators, advocates, and policy entrepreneurs. Policy entrepreneurs are usually the business entrepreneur, willing to share their resources to promote change in public policy. Physical therapists practicing in Policy entrepreneurship influences policy systems, formulate or modify policies, to impact public policy, community mobilization, and address societal barriers through social and political innovations. In Policy development, Physical therapist, engaged in identifying contemporary issues in Physical Therapy, Disability and Health, to policy innovations, implementation, monitoring and evaluating the impact-driven innovations and outcome in Policy, and governance.
